EFCC Arrests Military Officers For Diverting Soldiers’ N339m Death Benefits

Two military officers and four others have been arrested by EFCC operatives for allegedly opening fake accounts to divert N339million benefits of next-of-kin of deceased military officers and men within two months. The Nation reports that two other suspects involved in the crime are currently at large.
The arrested  military officers, a Wing Commander and a Lt. Commander, worked at the Military Pension Board while their accomplices were Branch Manager and Relationship Manager of United Bank for Africa (UBA). It was gathered that the auditors of UBA raised the alarm when its auditors discovered that huge parts of the funds were “cashed across the counter in a suspicious manner.”

Based on the alert by the banks, the EFCC stepped in to crack how the fraud was perpetrated.

A source in EFCC who confirmed their arrest said “We have arrested a serving Wing Commander, a Lt. Commander and four others for N339million death benefit of some deceased military officers and men. Two others are at large but we have watch-listed them. The affected military officers were both cashier and computer operator in Military Pension Board and they connived with six others to carry out the fraud in UBA branch, Wuse Zone 3 branch. Between April and June 2016, they opened accounts where benefits of the next-of-kins of deceased military men were diverted into. In fact, under two months, N339million was withdrawn and wired into more than 11 accounts. The withdrawal was in two tranches of N298million and N41million.

The Auditors of the bank observed suspicious withdrawal of huge chunk of the cash from  across the counter.

Speaking further, the source said all the suspects have admitted their involvement in the crime.
“During the investigation, the Branch Manager and the Relationship Manager confessed and admitted opening these slush accounts. Some existing accounts of customers and the friends of the suspects were also used to divert the funds. Findings confirmed that the husbands of the two bank officials benefitted from the death benefit fraud. Two suspects, who are personal friends of the Branch Manager and Relationship Manager are at large. But we have watch-listed them. We will soon arrest them. The military officers also admitted to have colluded and conspired with the bank officials to use the slush accounts for the fraud. These serving military officers incorporated a company each and funds were wired into the accounts of their companies.”

Five Die, 13 Injured In Third Mainland Bridge Autocrash

No fewer than five people, including two children, have been confirmed dead and 13 others injured after three vehicles crashed on the Third Mainland Bridge, Lagos State.

PUNCH Metro learnt that the accident happened at about 6pm on Sunday around the UNILAG Waterfront end of the bridge. It involved a LAGBUS, a Rover Jeep and a Hilux pickup.

An official of the Lagos State Traffic Management Authority told our correspondent on the telephone that the accident was caused by the pickup.

He explained that the driver of the truck drove at top speed and had a blowout before somersaulting.

He said, “The truck driver was at top speed when he had a blowout and somersaulted. The truck crashed into the other vehicles, including the LAGBUS. In all, two vehicles somersaulted in the accident. Five people died and 13 were injured.”

A resident, Babajide Kabiawu, said there was an influx of emergency response teams at the scene of the accident.

“Fire service trucks and ambulances were seen going to the scene to remove the corpses and clear the wreckage. Commercial vehicles are turning back from the bridge,” he said.

The General Manager of the Lagos State Emergency Management Agency, Michael Akindele, confirmed the crash, adding that two children were among the victims.

My Response To Ali Modu Sheriff- By Femi Fani Kayode

This is a response from Femi Fani-Kayode to Ali Modu Sherif. Read his response below:
Lying Ali Modu Sheriff told Channels TV that I sent people to beg him for claiming that he was Boko Haram. These are the lies of a desperate and drowning man. He came to destroy the PDP and if we did not rise up against him and kick him out when we did he would have succeeded in his mission.
I am proud to have been the first to see him for what he is and to publicly blow the whistle on him. I was one of those that led the rebellion against him and orchestrated the campaign to push him out and dump him as the National Chairman of our party and many have thanked me for that including some of those that brought him in the first place and attempted to impose him on us. The man is of the devil and no-one should believe a word that comes out of his mouth or take him seriously. He is a curse to the PDP and the sooner he is kicked out of the party the better it is for us all.

Siasia Says An African Country Can Win The World Cup Given Adequate Preparations

Speaking shortly after his side beat Denmark 2-0 to advance to the semifinals of the Olympics, Samson Siasia said that poor preparation hampers the performance of African sides on the world stage. He said that if the right preparations are made, an African country can go as far winning the world cup. He said:

“I think that’s an issue we have, not just in Nigeria. I think it’s the case with most Africa countries. If African counties were better prepared, they might have a shot at the World Cup. “But the problems are that it’s always the same thing. It’s not good trying to compete with having problems. “Hopefully, we might find a way to change the way we prepare. Africa won’t win the World Cup, having these problems."

EFCC To Grill Jibrin Again Over N418m Contracts That Cannot Be Accounted For..

The Economic and Financial Crimes Commission is set to quiz a former Chairman, House of Representatives Committee on Appropriation, Mr. Abdulmumin Jibrin, again this week over a petition alleging “fraudulent award” of contracts worth N418m to firms linked to him.

The petition, dated July 26, 2016, was written by the Anti-corruption Unit of the National Youth Council of Nigeria.
The EFCC acknowledged receipt of the petition on July 29.

Jibrin was reported to have been interrogated on Tuesday over allegations relating to N17bn money laundering.
It was gathered that the EFCC had concluded arrangements to interrogate the former appropriation committee chairman again this week.

An officer, who confided in Sunday PUNCH, said, “Our operatives will before the end of the week, invite him to answer questions relating to the fresh petition.”

In the petition, the NYCN stated that in September 2014, the National Commission For Refugees, Migrants and Internally Displaced Persons awarded 10 contracts to five companies in the combined sum of N418m in one day.

It noted that the contract documents merely directed the firms to make supplies to “Kano State”, but did not indicate the purpose of the contract, the location where the supplies would be delivered, nor the names of the recipients.

However, in each of the contract document, the agency copied Jibrin, who was at the time the Chairman, House Committee on Finance.

Part of the petition read, “All contacts were awarded in one day; all the contracts were awarded to Kano State.
“All the contract award letters were copied to Jibrin; three of the companies are located in the same EFAB Mall, Area 11, Abuja. Two of the companies, which got four of the contracts, used the same office address, Suite A47, EFAB Mall, Area 11, Abuja.”

Going through the contracts papers, Sunday PUNCH observed that one of the firms, M/S Eash Progressive Ventures, was awarded a contract to supply 140 units of computers for N47.6m.
Another firm, Eleku Construction Limited, was awarded a contract worth N44.1m to supply 2,452 bags of “maize and millet to Kano State.”

The council urged the EFCC to probe the contracts because of the “curious” nature of the deals, which did not include any other lawmaker or the Kano State Government other than Jibrin, who was copied.

It called on the commission to establish the “capability” or otherwise of Jibrin and the Federal Commissioner, who awarded the 10 contracts.
It added, “The unit cost of the supplies in the 10 contracts is outrageous.

“Efforts to trace evidence of completion of the contracts have proved abortive.
“The description of the companies is ambiguous, as they were all supplies to Kano State, without any specification to whom or what purpose the supplies would be deployed.”
The document to the EFCC was signed by the Council’s Coordinator, Mr. Ifeanyi Okonkwo.

The spokesman for the EFCC, Mr. Wilson Uwujaren, confirmed that the commission had received a petition against Jibrin.

I see there are lots of problems in Argentine football and I do not want to create another.

I do not want to cause any harm, I have always tried to do the opposite and help wherever I could.

We have to fix a lot of things in Argentine football, but I’d rather do that from the inside and not criticising from the outside.

A lot of things went through my head the day of the last final and I seriously thought about quitting, but I love this country and this shirt too much.

I thank all the people who want me to keep playing with Argentina, I hope we can soon deliver them some joy.

Muslims Pray With Catholics Over Priest's Murder

Muslims attended Catholic mass in churches around France on Sunday in solidarity following the brutal murder of an 85-year-old priest, Father Jacques Hamel by 2 ISIS jihadists. More than 100 Muslims were among the 2,000 people who packed the 11th-century Gothic cathedral of Rouen, near the Normandy town where the priest's throat was slit.

"I thank you in the name of all Christians," Rouen Archbishop Dominique Lebrun told them. "In this way you are affirming that you reject death and violence in the name of God."

A few policemen and soldiers stood guard outside but did not conduct searches on the attendees. The local imam Otaman Aissaoui led a delegation of Muslims to a Catholic mass and said:
"Being united is a response to the act of horror and barbarism."
Notre Dame church in southwestern Bordeaux also welcomed a Muslim delegation, led by the city's top imam, Tareq Oubrou.
"It's an occasion to show (Muslims) that we do not confuse Islam with Islamism, Muslim with jihadist," said Reverend Jean Rouet.
Muslims were responding to a call by the French Muslim council CFCM to show "solidarity and compassion" over the priest's murder on Tuesday.

A woman wearing a beige headscarf who sat in a back pew at a church in central Paris said:
"I'm a practising Muslim and I came to share my sorrow and tell you that we are brothers and sisters." Giving her name only as Sadia, she added softly: "What happened is beyond comprehension."
At the Saint Leger church in the northern city of Lens, around 30 Muslims attended mass wearing T-shirts emblazoned with messages such as, "Terrorism has no religion or identity".

Father Hubert Renard told the congregation: "We are not alone; our Muslim brothers are here too."

Many were moved to tears during the sign of peace, a regular part of the liturgy when the faithful turn to greet each other in the pews, either shaking hands or kissing.

Muslims also attended Catholic masses in Italy, notably at Rome's Santa Maria di Trastevere church, in response to a call by the Sant'Egidio community known for its international mediation efforts.

Also on Sunday, dozens of prominent Muslims published a joint letter pledging: "We, French and Muslim, are ready to assume our responsibilities."

I Regret Campaigning For Sheriff To Become PDP Chairman And I Have Learnt My Lessons - Fayose

Ekiti State Governor, Ayodele Fayose, said he regrets campaigning for the embattled factional National Chairman of the Peoples Democratic Party, Senator Ali Modu Sheriff to become the Chairman.

Fayose said:
“I must tell you that I have learnt my lessons from my past experience. I will not openly identify or campaign for a candidate any longer. As part of our great party in Ekiti, I ‘m assuring you that I do not have a personal candidate and God knows I have not spoken to my people about any candidate.
“We will allow God to choose for us this time by ensuring that all aspirants have a level-playing ground.
“I have learnt my lessons on Ali Modu Sheriff and I take full responsibility for the consequences. Imagine, if we have allowed him to get there, with the way he is now behaving, it would have been worse than this.”
Fayose lamented that in regards to the crisis rocking the party, some people were merely paying lip service to reconciliation efforts in the PDP because of selfish interests.

Fayose also condemned those going to court to express their grievances on party matters.

He said:
“Dry bones of the PDP will rise again”. “God will give the PDP a new leader that will reposition the party to progress in the country.
“In Ekiti, we have no anointed candidate; we would come to Port Harcourt with open mind and let God do justice”
Dr. Raymond Dokpesi, who is running for PDP Chairmanship was in Ekiti State at the Jibowu Hall, Government House, soliciting for support. He pleaded with the stakeholders to allow him to serve the party. He assured everyone that he is a great leader, a transformer and a bridge builder, who will promote, protect and project the PDP with growth.

Nigeria Makes Headway In Securing China's Funding Of Projects

Press statement from the Presidency
Budget and National Planning Minister, Senator Udoma Udo Udoma, at the weekend, in Beijing, made a strong case why the Chinese government should assist Nigeria financially in funding critical major infrastructure projects in the country. Senator Udoma who was in China for the Coordinator’s meeting on the implementation of the follow-up actions of the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) also used the opportunity to discuss issues of vital economic interest with that country’s Vice Minister for Commerce, Mr. Qian Keming; and officials of China EXIM bank, where he stressed the mutually beneficial relationship the two countries will eventually enjoy if Nigeria’s economy is assisted to grow rapidly.

At the Johannesburg Summit in South Africa in December 2015, China had agreed to Assist African countries in ten strategic areas that will help their economy. It pledged $60 billion in aid, grants and concessional loans.

Nigeria is trying to get as much of the Chinese funding for projects in the form of grants, aids, investments and loans. The loan component will however be within the country’s debt sustainability limits. Projects proposed for the facility by Nigeria is in the region of about $20 billion, and the Minister said Nigeria will be in a better stead if the Chinese government will assist with a substantial part of the funds required.

During the various meetings, Senator Udoma stressed the need for special consideration for Nigeria given its strategic relationship with China, its economic potentials, and its capacity to redeem its part of the transaction obligations.

The Minister said following the meetings, both countries expressed satisfaction with the proposals and are very anxious to take proceedings to the next level.
During the Cooperation meeting attended by ministers from various countries in Africa, China’s President Xi Jinping said the meeting was an important step taken by China and Africa to implement the consensus of Chinese and Africa leaders and the outcomes of the FOCAC.
“It is a significant measure to boost China-African cooperative development. The meeting demonstrates to the world once again that no matter how the international landscape may change, the resolve of China and Africa to pursue unity and win-win cooperation will never change”, Jinping said.

The President noted that the weak performance of the world economy brings both opportunities and challenges to the economic development of China and Africa. “We must stand shoulder to shoulder and march forward hand in hand,” he admonished.

In his keynote speech, China’s State Councilor, Yang Jiech, explained that his country initiated the meeting at this time “to take stock of the delivery of summit outcomes, to align our thinking, built consensus, overcome challenges and difficulties, share experience and promote cooperation, so that we can pool the wisdom and strength of both sides and give a leg up to the implementation work”.

At the plenary session, China’s Foreign Minister, Wang Yi, was pleased that both China and the African countries have attained a high level of implementation of the outcomes of the summit, have acted promptly to take forward the five pillars and ten plans of cooperation and have made substantial progress in enhancing friendly and mutually beneficial cooperation across board.

He added that China has delivered on its commitments and made every effort to advance follow-up actions.
