Court Stops Senate from Investigating Lamorde over Alleged Unremiited Funds

A former Chairman of the Economic and Financial Crimes Commission ( EFCC) , Ibrahim Lamorde, has secured temporary relief as Justice Gabriel Kolawole of a Federal High Court sitting in Abuja stopped the Senate from going ahead with his probe over an allegation that he failed to remit to the government several billions of naira recovered as proceeds of corruption.

The Senate had summoned the former EFCC boss to hear his side over these un remitted monies seized from some alleged corrupt public servants but rather than honour the invitation of the lawmakers, Lamorde rushed to the court to stop his probe.

In a motion exparte dated March 7th, 2016, Lamorde asked the court through his counsel, Festus Ukpue, to stop the Senate from issuing a warrant of arrest of his client pending the hearing and determination of the suit before the court.
Without hearing the Senate, Justice Kolawole stopped the upper legislative chamber from proceeding with the investigation against Lamorde.

Justice Kolawole, after listening to the motion ordered, “That a limited order on injunction is hereby granted to restrain the defendants pending when they are heard on the reply to the plaintiff’s motion on notice.

“That the plaintiff’s counsel is hereby directed to obtain a certified true copy of the order in this ruling, and shall cause same to be served on the Inspector-General of Police who shall, on the authority of this court’s order refrain to give any effect to any such warrant which the defendants may have issued against the plaintiff on the simple judicial principle of lis pendens”.

Unlawful Incarceration Of Colleague: Ekiti House Drags DSS, FG To Court

Read the statement below...
The Ekiti State House of Assembly says it has instructed its counsel to seek redress and damages over what it calls “the undemocratic, unpatriotic, dictatorial and brutish” incarceration of one of its members, Mr Afolabi Akanni, by the Department of State Services (DSS) for 18 days with neither explanation nor trial in court.
The House of Assembly, which condemned “strongly the illegal arrest, detention and dehumanization of Honourable Akanni” and demanded unreserved apology, made this disclosure on Wednesday at a press conference held at its chamber in Ado-Ekiti, the state capital.

Reading the text of the address to journalists, the chairman of the House Committee on Information, Youths and Sports, Chief Olugboyega Aribisogan, said that the DSS did not contact any stakeholder to intimate them of the release of Akanni, adding that members of the House read the news, like every other Nigerians, online on Tuesday night. “Up till this moment, we have not been told officially by the DSS whether or not Honourable Akanni was formally released from incarceration after spending 18 days without access to his doctors, lawyers and family members.

“However, preliminary information available to us suggests that Honourable Akanni may have been brought to the hospital by men of the DSS and abandoned there because they could no longer hold him in captivity because of his deteriorating health condition.

“Nigerians should be reminded that it took the rumour of Honourable Akanni’s death for the DSS to admit officially that it was holding him after spending 15 days in detention without access to anyone. As we speak, Honourable Akanni is in very critical condition and he has not been able to speak with anyone of us.

“We, therefore, demand an official explanation from the DSS as to why Honourable Akanni was abducted and held incommunicado for 18 days, only for us to be told that he was admitted in a private hospital in Abuja.

“Furthermore, we demand an explanation from the DSS whether in a democracy, it is part of its mandate to disobey court orders and dump Nigerians in detention for 18 days over unfounded allegations. “Most importantly, we condemn strongly the DSS illegal arrest, detention and dehumanization of Honourable Akanni and we demand an unreserved apology forthwith.

“We have also directed our counsel to seek redress and damages in court, because, to us, this act of impunity by the DSS under President Muhammadu Buhari is undemocratic, unpatriotic, dictatorial and brutish,” Aribisogan said.

The House also alleged that the DSS had been going about sniffing about its members’ secondary school qualifications, adding, however, that they were not bothered about this. The members said they wished to advise the DSS to pay attention to the growing insecurity in the country, instead of acting as an arm of the All Progressives Congress (APC) “to pursue the evil agenda of destabilizing the Ayo Fayose-led government,” adding that the Assembly members remained united and resolutely committed to the development of Ekiti State as being championed by Governor Fayose.

Speaker of the House, Right Honourable (Pastor) Kola Oluwawole, during a question and answer session with journalists, noted that it was wrong for anyone to have accused the state governor of lying when he raised the alarm that Honourable Akanni had died in DSS detention last week.

He said the information received by the government, as confirmed by Akanni himself when he was eventually shown on television, indicated that he had been so sick to the extent that he collapsed twice in a single day.

“For anyone who saw such a person slump and probably was not revived before the privilege of information was terminated, would it be wrong to say such a victim had died? The answer is no! Akanni did slump but lived, the outcome could have been otherwise,” he said.

No Governor Can Be An Emperor- Catholic Church Tells El Rufai As He Reacts To Controversial Preaching Bill

Following the public criticism that has greeted the proposed anti-preaching law by the Kaduna state government, the Catholic Church of Nigeria has asked the state governor, Nasir El Rufai to thread with caution as no governor can be an emperor.

The Catholic Church's position was made known by the Director of Caritas International, Rev. Fr Evaristus Bassey, at a press briefing by Caritas International, a department under the Catholic Bishops Conference of Nigeria (CBCN) in Abuja yesterday March 22nd.

Bassey said although the laws are meant to curtail the excesses of religious men in the state, the content of the law appears to be quite overbearing and will hamper the constitutional rights of residents of the state to freedom of religion.
"The fear is that even if the proposed bill contains good aims, the proposed restrictions would play into the hands of officials of state who have a hegemonic mentality and would allow them the freedom to persecute one religion in favour of another. The principle of separation of state and Church/Mosque which springs from the supposed secularity of the Nigerian constitution would be severely battered if this bill is pursue in the way it is. Governor El Rufai, who is quite dogged in the pursuit of anything, given this tool, would pursue ardently both what is good and what may be divisive. We advise that Kaduna State rely on existing laws and existing state instruments of law enforcement, to maintain religious harmony in Kaduna State instead of reinventing the wheel. The majority of Kaduna people appear not to want this law, and their wishes should be respected, as no governor is an emperor but an elected official who should defer to the people’s will. The people’s will is sovereign; because of the potential abuses this bill could bring when it becomes law, we opine that it is not necessary” he said

Era Of Rice Importation Gone For Good - Governor Ambode

Read the press statement below..
In line with the persistent calls for a paradigm shift from over dependence on oil as the major earner of the country, the Lagos State Government and Kebbi State on Wednesday entered into a partnership on the establishment of a commodity value chain that will give a quantum leap to food processing, production and distribution.
The partnership is aimed at bringing about national food sufficiency and food security, as well as creating employment and wealth distribution for the benefit of both states and the nation in general.

Speaking at the official signing of a Memorandum of Understanding (MoU) between the two states held at the Banquet Hall, Lagos House, Ikeja, Governor Akinwunmi Ambode said the partnership signaled the commencement of a new beginning of cooperation and common-sense revolution, which is line with the change mantra of All Progressives Congress (APC) that calls for patriotism in all facets of life.
Governor Ambode, who said the partnership would bring an end to the era of imported rice in the country, noted that there was no doubt about the economic prowess of the country to produce rice locally.
“This is the first time in the history of Nigeria that two States are collaborating to develop their agricultural potentials. We have the economic prowess to produce rice locally. The era of imported rice is gone. The reality is for all of us to embrace the consumption of local foodstuff and commodities,” he said.
The Governor acknowledged the fact that the future of Lagos is partly tied to deliberate resolution on food security, and that food production and self-sufficiency required immediate attention at policy and strategic levels to sustain the country, hence the need for the partnership.

“Lagos State is the largest consumer of food commodities in Nigeria by virtue of our State population. We have the market, with the required purchasing power also. Lagos State has an estimated consumption of over 798,000 metric tonnes of milled Rice per year which is equivalent to 15.96 million of 50kg bags, with a value of N135 billion per annum,” he said.
In addition to rice, Governor Ambode said Lagos is presently consuming 6,000 herds of cattle daily which may increase to 8,000 in the next 5years, adding that the bulk of vegetables produced in the country eventually end up in the Lagos markets.
He added: “Lagos State is one of the largest producers of poultry and thus has a large demand for maize for livestock feed production. The State also houses most of the industrial users of wheat and sorghum; mostly flour mills, bakeries, breweries and food manufacturers.
“Kebbi State, on the other hand, is blessed with a vast arable land suitable for the cultivation of Rice, Wheat, Ground nut, Maize, Sorghum and Sugar cane.
“It is an agrarian State with over 1.2 million hectares of arable land characterised by very large floodplains, lowland swamps and gentle slopes. In the 2014 / 2015 wet season, over 600,000 Hectares of land was deployed for Rice cultivation in the three senatorial areas of the State.
“The people are traditionally Rice farmers with average land holding of about 10 Hectares. Presently, Kebbi has over 50,000 metric tonnes of paddy in store produced from the last 2 planting seasons.
“With these considerations in mind, Lagos State and Kebbi State have decided to collaborate and exploit our areas of comparative advantage to create value for both States. This alliance will ensure Food Security, job creation, increase in farmers’ income and the overall improvement in the living conditions of the residents of both states through wealth creation and poverty reduction.
“This collaboration is in line with the clarion call and policy direction given by the President, Muhammadu Buhari, on the need to feed ourselves,” Governor Ambode stated.
The joint venture between the two states, Governor Ambode explained, will be implemented using a Special Purpose Vehicle known as LASKEB Agricultural Production and Marketing Company (LAPMCO), adding that the major areas of focus will be the development of commodity value chains with emphasis on Rice, Wheat, Ground Nut, Onions, Maize/Sorghum and Beef.
Speaking further on the agreement, Governor Ambode said: “The numerous thousands of our market women and men can become key employers of labour as distributors of ‘Ibile Rice’. We can also brand and package rice in the names of our distributors and market women. As a State, we shall adopt our local rice as a State dish in all ramifications.
“The special purpose vehicle will allow the entrance of private sector investors and other states in expanding the rice mill at Imota, Ikorodu and other locations. We have already designated the 100 hectare land at Imota as the Agric Park in the State. Other locations in and outside the State will be vigorously activated to fulfill our mission in record time.”
Also speaking at the event, which was attended by top government functionaries, traditional rulers and members of the Organised Private Sector (OPS) from both states, Kebbi State Governor, Alhaji Atiku Bagudu thanked Governor Ambode for providing leadership and innovation that brought about the partnership, adding that same was in line with the effort of President Buhari and Vice President Yemi Osinbajo to restructure Nigeria away from overdependence on oil.

Governor Bagudu said in the world of genetically modified food, the partnership between Lagos and Kebbi was an additional motivation to provide certainties for the people in terms of food production and sufficiency, and that the goal is to produce 60 to 70 percent of Nigeria’s Rice needs, and replicate same in other food items.
He said the agreement had the broadest public acceptance in Kebbi State, and that the people, especially farmers in the state, are delighted to partner with Lagos, which he described as the most entrepreneurial part of Nigeria.
He said Lagos and Kebbi have had a long history of trade, and that the signing of the MoU was a further way of cementing the relationship with the view to make the people to get richer.
“Lagos is the most entrepreneurial part of Nigeria. Lagos, if it were a country on itself, is a country that other states will be going to establish a relationship and so why not state to state. So, what we are doing is that we are pioneering a collaboration that will bring other states on board later and we believe that our potentials is enormous and we must have pacesetters to start that process of joint collaboration for our collective good,” Governor Bagudu said.

FG to implement new recruitment guidelines for MDAs

The Bureau of Public Service Reforms (BPSR) is to fashion out a new manpower defence policy that will guide recruitment in Ministries, Departments and Agencies (MDAs).

The Director-General of the agency, Joe Abah, made the announcement in an interview with the News Agency of Nigeria (NAN) on Tuesday in Abuja.

Abah said the agency would work closely with the Office of the Head of the Civil Service of the Federation to implement the policy.

He said that the policy would prevent MDAs from employing personnel beyond what their budget capacity could take within a given year, “We are similarly working with the office of the head of service to put a manpower budget defence, which means you cannot recruit unless you have the manpower provided for it in your budget. So people will now have to come to the office of the head of service to defend their manpower budgets before they are allowed to recruit. So I think that will help to tackle issues of improper recruitment in agencies which is tagged employment racketeering, bloated work force and ghost workers.”

Abah said that a committee had also been set up to look into the implementation of the Oronsaye Report.

He said that the Secretary to the Government of the Federation (SGF) had recently approved the re-constitution of the implementation committee that would start work later this month.

“You will be aware that the Oronsaye report includes a management and staff audit recruitment of some parastatals and agencies. The BPSR has recently published a guide on how to properly manage agencies and parastatals. And that includes the performance improvement tool that agencies can use to make sure that their performance meet the needs of Nigerians in going forward,” he said.

The director-general also said that the implementation of the Oronsaye report would address most of the issues faced in MDAs. Detained Ekiti Lawmaker released by DSS.
